In view of Kendu Leaf Organisation's wide spread reach in the tribal packets and interior odisha, the department has taken up many welfare activities. The entire trade surplus obtained from disposal of Kendu Leaves is entirely used for various welfare measures like;

Bonus & Incentives- Distribution of Bonus to pluckers, Incentives to Binders & Seasonal staff and Financial Assistance to all beneficiaries.
Other Welfare allowances- Water bottle allowance, Chappalallowance, Head Cap allowance, Kerri Procurement Cloth, and mosquito net & blanket allowances.
Compassionate Grant- Transfer of fund to Welfare Trust fund for payment of compassionate grant in case of death and permanent disability of beneficiaries.

Welfare Trust Fund

There are 2 types of Welfare Trusts

Pluckers & Binding labourers Welfare Trust-
Constituted during 2007 and the deed was further amended during 2014.
Seasonal staff Welfare Trust-
Constituted during 2015

Eligibility Criteria

Seasonal staff- All types of Seasonal staff like Head Checker, Circle checker, Checker, Munshi, Chaparashi, Permanent watcher and Seasonal watchers, who have worked in the proceeding years and continuing to work during the current year are eligible.
Pluckers-The eligibility criteria of pluckers as notified by Govt vide Notification No 7103/FE & CC dated 13.04.2022 is minimum1000 kerries in process area and 500 kerries in Phal area during the previous year. Further, He/She must have a valid plucker card and continues to be a plucker during the current year.
Binders-The eligibility criteria of Binders as notified by Govt vide the aforesaid Notification is minimum108 bundles during the previous year. For other categories of binding labourers like Binding Mate, Bagger (Bharti) and Mulayam /Khulaphika, it is minimum 2 months during the previous year. Further, they must continue to have worked during the current year.

Enrollment Fees

The enrollment fee being collected from various categories of eligible beneficiaries per annum as mentioned in the deed are-

Seasonal Staff- 0.1 % of annual wages subject to minimum Rs 20/-
Pluckers- Rs 10 /-
Binders-Rs 10 /-
